The Leagues of Women Voters of San Diego and North County San Diego submitted formal comments on the San Diego County Water Authority's Draft 2025 Urban Water Management Plan, calling for more realistic and comprehensive long-term water planning.
The letter raises four main concerns. First, the plan underestimates opportunities for water use efficiency and conservation, and its drought-period demand projections contradict historical patterns. Second, imported water supply assumptions are overly optimistic, failing to adequately account for declining Colorado River flows, State Water Project subsidence problems, and climate-driven snowpack loss. Third, local supply uncertainties — including questions about the scope and timeline of Pure Water San Diego Phase 2, Carlsbad Desalination expansion capacity, and the reliability of water transfer agreements during drought — need clearer treatment. Finally, the plan lacks meaningful discussion of how these investments will affect ratepayer affordability.
The Leagues urge SDCWA to revise the plan before its July 1, 2026 submission deadline to better reflect realistic supply risks and protect San Diego residents and businesses.
