In Support of Encinitas Efforts ot Prevent Homelessness

Dear Mayor Ehlers and Council Members;
We commend the City of Encinitas on its extensive efforts to help prevent homelessness and assist those who are without shelter in Encinitas. The investment of staff-time and money by the city are significant, and the Buena Creek Navigation Center provides much needed shelter for Encinitas residents who are unhoused, while the continuation of the JFS Safe Parking lot is a vital resource to many who have a car but no home.
The proposed Community Development Block Grant (CDBG) plan requiring extensive documentation of past, current and future planning for the welfare of the city in many areas is clear in its dedication to enhance the city’s own current role in dealing with homeless issues by funding those local nonprofit agencies who specifically serve the homeless.
The City’s recognition that many other services are being offered to very low income and unsheltered residents by local nonprofits and groups that supplement the city’s efforts is important, especially the acknowledgment of the longtime services provided by the Community Resource Center (CRC). The allocation of CDBG grants to the Community Resource Center is a particularly important source of the essential funds for homelessness services in Encinitas that are only provided by that nonprofit.
We applaud the city’s continued participation in the HOME program. This program is a small, but important, part of the overall strategy to expand affordable housing opportunities.
The League’s adopted positions on Homelessness and on Housing are congruent with the proposals of the FY 2025-2029 Consolidated Plan and the FY 2025-2026 Annual Plan. We urge you to adopt the plan as it is currently presented.
