RE: Agenda Item #10D, May 14, 2025: Housing Action Plan Update - SUPPORT

Dear Mayor Ehlers and Members of the City Council:

The League of Women Voters of North County San Diego urges Encinitas to extend the Jewish Family Services (JFS) Safe Parking Program through December 2025 and consider options to continue beyond this date. The League commends the city’s successful efforts since 2020 to provide safe parking for people experiencing homelessness and has supported Encinitas’ safe parking initiatives since the beginning.

The current program in partnership with JFS offering supportive services to unhoused people living in our community has been a positive piece of the City’s Housing Action Plan. The 68 percent increase in the number of unsheltered people in Encinitas reflected in the 2024 Point-in-Time Count reflects the growing need for many solutions.

The League of Women Voters believes all levels of government have a role in meeting basic human needs. The city can fill an important need by continuing to authorize the JFS safe parking program. There is no need more basic for people than safe shelter.

Thank you for your service and for your consideration.

Marian Vega Clancy
