San Diego County Water Authority
The San Diego County Water Authority is a public agency formed in 1944 for the purpose of importing water to the region. Their mission is to provide a safe, reliable supply of water to its 24 member agencies. The Water Authority's board of directors consists of at least one representative from each of its 24 member agencies. The representative is appointed by the member agency.

Community Service Districts
San Diego County's Local Agency Formation Commission (LAFCO), established by state law, is a regulatory agency with countywide jurisdiction to encourage efficient provision of services such as water, sewer and fire protection. It is independent of county government. One of its responsibilities is formation of special districts and the promotion of logical and efficient public services for special districts. LAFCO consists of eight regular members: two from the Board of Supervisors, two city representatives, one City of San Diego representative, two special district representatives, and one public member who is appointed by other members of LAFCO.

LAFCO has a Special Districts Advisory Committee comprised of 16 members, each serving a four-year term. Members are appointed by their special districts through an election process administered by LAFCO staff. Community Service Districts provide specific services to the geographic areas within each district.

County Service Area No. 17
CSA 17 consists of Del Mar, Del Mar Heights, Solana Beach, Encinitas, Rancho Santa Fe and portions of Elfin Forest. Emergency ambulance service is provided through San Diego Medical Services Enterprise.
Seven-member committee advises the County Health and Human Services Agency, Emergency Medical Services and the Board of Supervisors on matters relating to standards and levels of ambulance service within County Service Area 17, and provides periodic public meetings to receive public input regarding ambulance service levels in the San Dieguito Ambulance District.

Two citizen-at-large members selected by the other five members.
